Welcome to Delaware’s Birth to Three Early Intervention Program! Our program follows Part C of the Individuals with Disabilities Education Act (IDEA). We help families with infants and toddlers, from birth to age 3, all over Delaware. We provide early intervention services for eligible children with developmental delays or disabilities.

Our goal is to help families and caregivers improve their child’s learning and growth. We do this by making the most of daily learning opportunities. We work to enhance a family’s ability to meet the special needs of their children. Join us as we work together to build a bright future for your child so every child can reach their full potential.

About Our Regional Programs

We support families with infants and toddlers who may have developmental delays or disabilities. We know that early help is important for a child’s growth and success, and we’re here to assist you every step of the way.

We have two regional programs to support our Delaware families: Birth to Three Regional Program — New Castle County and Birth to Three Regional Program — Kent and Sussex Counties.

Our Regional Programs coordinate with different agencies that identify and support children with developmental delays or disabilities. Our program is voluntary. It provides procedural safeguards to protect the rights of children and their families. We focus on families because they are crucial to helping each child reach their full potential.

Addressing concerns early is vital. The Regional Programs help answer: “Is my child growing and developing on schedule? Is my child age-appropriate?” If the answer is no, our program can help families meet their child’s needs.

Children eligible for our program have a disability or significant delay in one or more of the following areas:

COGNITIVE
COMMUNICATION
PHYSICAL
SOCIAL/EMOTIONAL
ADAPTIVE OR SELF-HELP

Our dedicated team works with families to assess their child’s development. We provide tailored support and connect families with essential resources. A Family Service Coordinator will be available to guide families through the process. We conduct evaluations to determine eligibility at no cost to parents or caregivers.

The Birth to Three Regional Programs work with the family to understand the child’s unique needs and strengths. We develop individualized strategies to promote the best development. Our mission is to empower families. We equip them with the tools and resources needed to help their child reach their full potential.

Both the ASQ-3 and the ASQ:SE-2 must be completed in order to submit your referral.
